Motorists guilty of minor 'crimes' such as parking misdemeanours are to be hit with a £15 surcharge to help victims of domestic violence or sex attacks. The amount will be added to fixed penalty tickets given out by police for breaking parking regulations, contravening a stop sign, speeding and even having dirty windows. Motorists will be forced by law to pay the charge – even though their offence has no 'victim'.
Currently only those fined in court for more serious offences are liable to pay the surcharge.
Most of us HAVE A CAR. When are we going to tell THESE ARSEHOLES WHERE TO GET OFF!

Very typical of this Government - find somebody doing something, anything, then tax the hell out of them.
We don't make much any more so to maintain employment, find somebody doing something - say building - then introduce legislation that enforces checks and more rules. Then put together an entire industry based on these checks and voila! You have employment, this is how the H&S industry has come about.
There are also HIPs hanging on the coat tails of buying or selling a house and now, another thing has been added to the motorist.
Pay road tax, only a fraction goes towards roads.
I speed, not recklessly but I do go over 30MPH. I will be paying towards other peoples larger crimes. They daren't put up road tax any more so they add the burden to a speeding motorist or badly parked one - difficult to argue the case isn't it?

DL some frog said that the secret of taxation was to pluck the goose without too much hissing and spitting. Our goose has had its arse scorched. These guys sit in their vans plotting who's going to be hit then after a couple of hours they sit in their vans again comparing notes and giving each other cover stories. ALL in the nive and warm cosey van we paid for. THEY NEVER CONTRIBUTE IN ANY WAY TO THE SOCIETY THEY STALK, AND THEY ARE JUST OFF THE BOAT. Trouble brewing.

You just wait till they give "Traffic" powers to plastic plod and council Civic Enforcement Officers who can then engage with the community by spending their days examining parked cars for supposed faults and then slapping tickets on them (inc victim surcharge).
Think it unlikely ? Well that is exactly what the "Specials" did on match days at the local FA ground. While the game was in progress they would trawl the local streets dishing out parking tickets and fines for non-payment of road tax.
Banned, problem being that everyone nowadays has targets they've got to meet regardless of commonsense. They know if they don't meet their targets they're out of a job, so they have no option.
